      I convinced her the error of her ways and now shes a loyal follower.
      
      Im using a mod called BUVARP - Barely Used Vanilla Actors Recycle Project which gives you the option of persuading Shavari to not attack you and leave the Thalmor and she will become a potential follower sometime after completing Alduin's wall quest.
