I love the soul cairn. What I really think is missing is a Soul cairn mod/ quest line......
Idea would be to explore the Keepers, what really motivates them, who are they, how did they get there... You are tasked as the "ferryman" or "gate keeper" or "arbiter" of the soul cairn..
Kind of build up, or "rebuild" some of the buildings... not completely rebuilt but make it look a little more like a city that got sucked into the nether.... I remember one spot that kind of looks like it was a church at some point... "with light apologies" to the look and feel you kind of get from some diablo 3 cities, silent hill.....
So as the arbiter or gatekeeper- you actually live there, have a open world house so to speak... (basically, a bare minimum existence. it might be hearthfire compatible, but why? but its definitely not huge with 40 rooms, 10 mannequins, etc..
Your job there, the reason you are there is to talk to all the lost souls, and listen to their stories. Do you think they are there with "just cause"? do they deserve to be punished (sent on to molag for example) or released (allowed to return to tamriel, reincarnate, etc)? are the the player good or bad? Maybe you send evil back to tamriel, and the good to molag? You get buff and debuffs- there is a buff and debuff for playing good, and playing bad... the more you lean one direction the stronger they become.
So now that you have completed the main keeper quest, and are doing radiant soul judging.. perhaps you stroll into tamriel... One day you come across a bandit camp.. For some reason, one of the bandit refuses to attack you but instead drops his or her weapons, kneels, and says something akin to "wait, i think i know you" You freed me from the soul cairn(reincarnated soul).. Maybe you have some abilities or dialogue options like - send the soul back to the cairn (punishment for being a bandit) maybe the bandit repents on spot, changes clothes, and seeks a life of virtue to avoid your pending judgement in the cairn.
