   • Go an select with the console an static (like a rock) in the broken side.
     
   • Write down its id (FormId).
     
   • Open SSEdit with all your load order. 
     
   • Search for the static FormId. It will take you to the conflicting cell.
     
   • Now you can "see" what mods are editing that cell.
     
   • Disable one by one, and test in-game, to get the culprit. I bet this is something with the Cell - water record.
     
   • When you know where the bug is coming from, you can change your load order, or edit the conflicting mod, to try to fix the bug.

      thanks for helping me fix this bug it was a texture mod to get water optimized

   if you have a mod that gives you details in the console screen it can tell you what esp/esm is messing with the object that you select in the cell
