Simply makes Saadia marriable if you sided with her all the way in the quest "In My Time of Need". Then simply talk to her while wearing the Amulet of Mara like normal.
If you lie to her and bring her to the stables, but then kill Kematu, Saadia will still treat it as you having betrayed her. In order to marry her you need to make her like you, meaning you need to fight and kill the Alik'r in the cave, like she asked you to.
The experience will be better with Relationship Dialogue Overhaul and Spouses can live Everywhere.
Her residence is of course, the Bannered Mare.
I considered making her a follower but decided it didn't match her personality. She is literally going out of her way to remain quiet and safe, so going out dungeon delving with the Dragonborn seems antithetical to that.
Troubleshooting:
If something goes wrong with Saadia's quest or for whatever reason Saadia's marriage dialogue doesn't show up after you save her and kill Kematu, it can be fixed by opening the console and setting her relationship rank to friend or higher. This is done by following these steps:
The mod only alters one record, Saadia herself, and doesn't change her appearance, so it should be compatible with just about any mod that adds dialogue or changes Saadia's appearance without a plugin.
