You can perform the Black Sacrament and get these pesky NPCs killed.

If you have in your inventory a book "A Kiss, Sweet Mother", you will see a new dialogue option on some NPCs (almost all, only some sanity checks are applied). if you pick this option, an NPC will be marked as a potential victim (added to a faction).
If you have in your inventory a human heart, a nightshade and a book "A Kiss, Sweet Mother", you will get a lesser power called "Perform The Black Sacrament".
If you have completed Innocence Lost (got to the stage 200) you will not be able to get the lesser power anymore.
When you activate the power, the heart and the flower will be consumed and a dialogue will open that will show you names of 10 randomly chosen NPCs from those you have previously marked with the dialogue option. So if you restrain yourself a bit, the randomness wouldn't affect you much.
You can choose a name or reroll and get 10 other names.
When you finally pick a victim, a timer starts and in three days an assassin will appear and attack the victim.
If you have not paid attention, a notification will remind you, that the target is dead.
While one Black Sacrament is active, you unable to perform another. Just wait for three days.
If you want, you can witness the process of the contract being fulfilled. Just be around the victim.
After the successful contract fulfilment you will receive a letter with a demand to pay 500 gold (configurable via a global variable). If you pay - everything is good, otherwise you will not be able to use the power again.
The limitations:
1. To guarantee that the mod works, you need:
a) save and load,
b) change a location.
2. If an NPCs is linked to a quest, they will be markable (the dialogue option will appear), but they will be not listed as victims when you cast the power. It is a failsafe, so you wouldn't break a quest without knowing it. Think this pesky elf in the Winterhold Inn and the Star of Azura quest.
I have created a perk to exclude NPCs from the victims pool, so it is possible to make them immune via SPID, but I have not added a file yet.
Any feedback is welcomed.
If you want to update:
1. Make sure there is no contract in the process. Just wait till all your victims are dealt with.
2. For the extra safety drop and pick up the book and change a location, that will restart all quests.
