Original version
So each time the player levels up an invisible quest tries to start in the background. If it is not running (from the previous level up) it starts.
It chooses 3 Nords (with some fancy filters) and 1 Dunmer and send them on pilgrimages. Nords go to High Hrothgar, dunmers - to the Shrine of Azura.
The whole pilgrimage lasts for 48 ingame hours (a global variable, easy to change if you like to), then the quest stops and NPC go back.
When an NPC leaves their usual place they drop a small note, so you can know that they are not lost, but just busy with their religious activities. The note disappears after some time (probably even if you pick it).
