This is Yokudan Exiles - The Sinestral Elf Race mod.
This adds a new race, the Sinestral Elf (or lefthanded elf), a race said to be extinct and hailing from Yokuda.
Here's some lore:
The Lefthanded Elves (also Left-Handed Elves, or simply Lefthanders), also known as Sinestral Mer (or Sinestral Elves) were a race of elves from Yokuda. They were enemies of the Yokudans and fought long and bitter conflicts with them for a thousand years, with the orichalc tower being supposedly involved in their wargames. It is said that the Lefthand empire was four times the size of the Third empire under Tiber Septim, which itself accounted for the entirety of Tamriel.
Stats:
They should have the same stats as High Elves, with the bonus of also having the Redguard passive bonus to regain stamina.
Textures for males come from Skyrim - Textures0.bsa with female textures from CBBE, credit to Ousnius and Caliente
