Edits all vanilla master spells to be able to cast with one hand or dual cast, ported from LE

The original mod and already existing port only worked on Destruction spells(for me at least), so I went in to the Creation Kit and edited them all to work in either hand. Since the Dragonborn DLC doesn't have any master spells(or does it?) I didn't include that plugin with this port. Also esl-flagged.
Doesn't seem to be fully compatible with Vokrii, spells like Mayhem would fail to even cast and would still be two handed, even with the illusion dual casting perk. I tried with Adamant, no issues.
