In vanilla, you can't start Restoration Mastery Spell before progressing in Mage's Guild questline to a certain degree. With this mod, you don't need to do anything in Mage's Guild questline. You can just talk to Colette after reaching to 90 at Restoration and do the Restoration Mastery quest.
