This mod uses the command
SetINI "bDisablePlayerCollision:HAVOK" 1
but this hotkey will be faster than typing this every time, however if you use ConsolePlusPlus you can copy paste this and have it in your cache. Huge shout out to lStewieAl for showing me this is even an option.
TCL turns off all collision and stops all the NPC's and props as a result. This will only toggle the player collision similar to noclip in other games. The MCM starts unbound to prevent key conflicts.
