The paralysis rune in anniversary edition is too Overpowered to be fun so here it's been readjusted

In anniversary edition one of the spells added is the Paralysis rune, wich is arguably more powerful than paralysis, but is labeled an adept spell and costs a quarter of the magicka paralyze uses.
This is so overpowered that i refuse to use the spell.
So here i have made a mod where it reclassifies Paralysis rune as an expert level spell and ups the magicka use to be more in line with how runes normally cost more magicka than their regular spell variants
