After you've started the quest and progressed to the point where you choose to "Let me see if I can bring him back on my own. Without bloodshed.", there are two ways to do this: 1) You can join the Imperial Legion, complete the first Civil War quest that Commander Rikke gives you, then take the oath from General Tullius, and finally, ask "I need a prisoner released from Nortwatch Keep". At this point, since you're now part of the Imperial Legion faction, General Tullius will give you the Imperial Order, and you can progress through the rest of the altered quest-line. 2) In case you don't want to join the Imperial Legion you can 'trick' the Thalmor guards into believing that you are by obtaining a full set of Imperial Heavy Armor that includes either one of Imperial Officer's Helmet or the Imperial Helmet that covers your head and face completely. To get the Imperial Order, you'll have to search Castle Dour and steal it from one of the containers. At this point you can progress through the rest of the altered quest-line.
NOTE Not quite sure if it will work because during the modding process, it was very fickle whether (some parts) worked or not. Feel free to leave a comment on whether it works or not !
