IsharaMeradin graciously answered all my dumb questions. She is awesome and was a guiding force. Any problems with mod are me, not her.

Fix IT Felix Bandaid
This is only a bandaid, not a solution.
If you ever see your npc doing this when they were just working normally:
Tposing, stuck in a position. Sometimes you can drive them around like a car. But no animation.
Or stuck flat on the ground but you can move him around using awsd keys , again no animation
Or a variant of that.
Then this mod can help. It provides a potion and a magic spell upon loading a saved game. Half the time when the animations are broken you cannot cast a spell. But you can drink potions. So both are provided.
Cast a spell, drink a potion and avoid losing all that progress by reviving your hero.
The mod creates an invisible chair, and sits the hero on it. then evicts him and deletes it. Then it inflicts a small ragdoll effect for good measure. This will more often than not fix your issue for that moment.
Issues like this are caused by animation mods and combat mods, typically. I am looking at you CGO. To really fix your issue 100% get those working right and get rid of the ones that have no updated fix.
This is to let you play on for your present session instead of having to reload and lose progress. Or throw your pc out the window.
New in 2.0! Fix npcs taht are stuck in the same way with a new spell!
