Removes follower tracking quests from being given when you start a new game

Removes certain quest objectives that are given to you when you start a new game.
Mainly for follower mods that add trackers the second you start a new game
This is done by editing the tracker quest that gets activated when you make a new character so it never gets ran. the quest still exists and you can start it manually with console commands if you really need it.
