Dischantable boots with a custom Fortify Speed enchantment. Craftable at your nearest smither. Obviously, you could apply this enchantment to your armor as well...
Magnitude is roughly comparable to a Resist Magic enchantment.
This will affect all character speeds (walking, running, sprinting).
Has not been tested for insanely high magnitudes (such as the ones obtainable with my Fortify Enchanting mod). Game crashing magnitudes should not be achievable in the vanilla game. Use common sense.
PS Don't know if there's a similar mod out there already, but I didn't find a disenchantable one.

this is an old mod from skyrim LE "Fortify speed enchant"
how you get the boots is making them at a forge Their full name is "Elven Boots Of Nimble Speed" XX000d64 is the console id.
now i did also upload the og mod and then there are my changes which include a nifbashed boots nothing crazy and a quick edit to the textures the ones with changes are in separate mod upload here.
oh and here how to port mods from skyrim le to sse
you will need this
Cathedral Assets Optimizer
and
SSEEdit
and
NiTriShape Converter (Optimizer)
TO change the model in nif to BStriShape IF a mod does have meshes
