Description:
Get tired of the "buy a horse" dialogue showing up for followers that already have mounts?
The popular follower Auri comes to mind, and none of the existing solutions seem to work for it.
This mod just adds a new faction that lets you blacklist a follower from having the Convenient Horses dialogue from showing up. It's not really a "framework" because its so small, but I didn't really know what else to call it.

The Why:
The reason why none of these Convenient Horse follower patches never seem to work, is it because they attempt to remove the follower from the faction, but Convenient Horses will always re-apply the faction because they are part of the CH alias, which has the CH follower faction automatically applied on launch, when recruited again ,etc.
For modders:
You can distribute this faction to a follower via esp patch, via script, via SPID, or via Skypatcher.
Keep in mind, for SPID and Skypatcher, if a NPC has already been processed in an existing save by those frameworks, applying the faction via SPID or Skypatcher won't work since they've already been processed (i.e. SPID_processed keyword)
