Adds a roughly 1-in-4 chance for Skill Books to show up in LItemMiscVendorMiscItems75.
Why
The mod Synergy - Skills and Perks Reimagined requires the player to possess skill books before "enrolling" in a new perk tree. Naturally, one can find these books out in the world, but I thought it'd be cool to also go shopping for them. It doesnt feel like cheating to me--you still have to find the right merchant who may or may not have the book you need.

Plugin and SkyPatcher Version - makes no edits to Vanilla records
Plugin Only Version - makes edits to vanilla level lists
