During the quest "Molon Labe" in Helgen Reborn, there's an option to resolve the quest peacefully with a speech check. Unfortunately, because Ordinator removes the Persuasion perk (or at least makes it unobtainable), the peaceful option is impossible to do, because the Intimidate option is designed to always fail. This patch simply changes the condition so that you can choose the Persuasion option if you have the second rank of Ordinator's Speech Mastery perk.
The downside is that the speech check is now going to be much easier to get, since you get Ordinator's Speech Mastery at Speechcraft level 20, versus the vanilla Persuasion perk, which you would have gotten at Speechcraft level 50. The perks you do unlock at level 50 in Ordinator wouldn't make much sense to use as conditions for this quest, so that's the compromise.
Update: I've added an optional file that checks Speech level, instead of going by perk, so you'll need to have Speech at least 50 to pass the speech check with the Thalmor. Choose only one file or the other.
