Hrongar will, on occasion, say this to the player:

Councils are bodies of officials that create laws or issue guidance. They are governing institutions comprised of members.
Suddenly as they were talking a single clear bell rang out. 'That is the warning bell for the Council of Elrond,' cried Gandalf. 'Come along now! Both you and Bilbo are wanted.'
Counsel is the guidance provided by a professional adviser. It's also used in legal contexts to refer to the individual retained to offer that advice.
'Here,' said Elrond, turning to Gandalf, 'is Boromir, a man from the South. He arrived in the grey morning, and seeks for counsel.'
Do you see now the foulness of Hrongar's statement? The senselessness of his words? The abomination which plagues the screens of tens of thousands of travelers wandering to-and-fro through Dragonsreach?
