Extracted the fxbrightfash01_blur.dds base game textures, 
erased it out of existence and downscaled it to 4x4.
So it may never ever ruin my high poly 3D visuals again!

Ok, it is not a terrible effect. Some tender loving care could fix it up.
"COULD" So, maybe later... I am still busy rebuilding my mod list.
