A simple mod which limits the payoff to only be possible if the fine is under 1000 gold by setting additional condition to some dialogues. Examples of edits are provided in screenshots.
The Thieves Guild bribes are also affected. This limit would make thieves who don't want stolen goods confiscated be more careful.
If you are a Thane, you can still get away with fines below 2000 gold, this was not changed.
Otherwise, your options are to either resist arrest or submit.
