About this mod
This is the first of a new series of mods I am working on with a focus on role-playing in Skyrim.
Primary stats (health, magicka, stamina) grow as skills develop. Carry weight improves as the primary stats increase. No need to choose Health, Magicka, or Stamina each time you level-up.

Vanilla Progression

Skill Based Stat Growth Progression
Stats grow as skills grow, organically and without user input (if you choose).
The default settings are balanced around vanilla progression but without the need to select a stat at each level up. A character will arrive at near the same end result, if you were to split your selections evenly between the three stats. By level 81, you will actually have approximately 150 more HMS points and 220 more carry weight than vanilla. The offset settings have a [Default] and [Vanilla Balanced] recommendations.
This mod is highly configurable (via MCM) to provide faster stat growth, including carry weight, as skills develop. Or if you want more of a challenge, or concerned about becoming to overpowered too soon, it can be set to provide slower growth. Or if you feel gaining two-handed skill should improve magicka also, or magicka should contribute to carry weight (as Eyre11 points out in the comments - Alteration could be used to "alter" your ability to carry more, so it could conceivably be linked to carry weight), whatever you choose, it is all configurable.
Also provides a meager incentive to make a skill legendary. The reset of a skill made legendary will be +5 from the previous start (not including racial modifiers). In addition to refunding all spent perks, you will find an additional perk point as well.

Base Changes
- Starting skill levels (prior to racial modifiers) are set to 5 (instead of 15).
- After making a skill legendary, it resets to 5 (instead of 15), but then gains +5 for each time it is made legendary (up to +25).
- Stats do not, by default, increase at level up (instead of +10 for a chosen stat). [MCM Setting: +0 to +10]
- All stats have an Offset option in order to balance with your load order. [MCM Setting: -100 to +100 for HMS, -300 to +300 for CW]
HMS Progression
- Each skill has a health, magicka, and stamina multiplier. [MCM Setting: 0 to 1.00]
- As the skill increases, this multiplier provides an increase in those associated stats.
- Combat skills primarily improve health, but improve stamina as well (although to a lesser degree).
- Magic skills primarily improve magicka. Enchanting improves all three.
- Stealth skills primarily improve stamina, but have an impact on health and in some cases magicka (alchemy).
Carry Weight Progression
- Carry weight, by default, is a function of health and stamina. As these increase, carry weight will increase. [MCM Setting: 0 to 1.0]
- While magicka was intentionally left out of the carry weight progression, it can be included via MCM.
Legendary Skills
- Skills reset to 5, plus 5 for each legendary level. The first time a skill is made legendary it resets to 10. The second, 15. Etc.
- Along with the permanent stat increase, a perk point is provided when a skill is made legendary.
- All legendary bonuses are capped at legendary x5 (max reset 30 and max perks 5 for a single skill).
- These will not show immediately. You must exit the stat menu and reopen to see the change in skill reset level and perk point.
Limitations
- When making skills legendary, the skill will show 5 and no perk point will be added until you exit and reopen the stat menu.
- When making skills legendary, the pop-up will state "reset to 15", but this is not accurate (have been unsuccessful in changing this so far).
- Due to some rounding, some numbers may be off by 1 (example offsetting carry weight by 100 may change it from 300 to 401).

Compatibility issues should be limited to minor conflicts with a few game settings.
There may be unintended results with other mods that alter HMS and CW progression.
Other than these few game settings, no vanilla records were touched, so should be compatible with any overhaul (race, perk, etc.)
Mods that adjust skill and level progression, such as Uncappers, should work fine and stats should continue to benefit from skill progression, including if skills are allowed to go beyond 100. Some tweaking may need to be done in their INIs and/or this MCM for balance. Example: Uncapper INI with custom settings for stat progression will override this mods level-up settings, including the default of 0. Leave the level-up menu enabled in the MCM in this case to prevent issues with mods such as Uncapper.

ESL Flagged.
Mid-game: Installing on a game in progress will not adjust stats already added through leveling up, but the MCM can be used to offset stats as needed. Once loaded, the skill based adjustments to stats will be made as normal and reflect their current levels correctly.
