Gives some mage classes in the Imperial civil war faction the Imperial Battlemage armor using SPID

This file should only distribute this armor to NPCs that are both the correct class AND the correct faction.  Because of the stricter form filters, I bumped up the spawn chance a bit more than I'd usually have in an SPID mod, plus you only see these NPCs so often.
