I love playing with Shattered Skyrim to rebuild settlements.
"Blackthorn" and "LC_Build Your Noble House" are the best mods for me!
I wanted to play "Heljarchen Farm" the same way, but I had to buy the deed from Drunken Huntsman's merchant, which is not possible in Shattered Skyrim, so instead I used the SPID feature to make Jarl Balgruuf drop the deed.
I may change a few messages in the future to make it more immersive (for Shattered Skyrim), but for now, just drop deed.
