Ice Wraith attacks can now transmit the Witbane disease, as mentioned in Herbane's Bestiary. Also gives them a few more tweaks.

[...]these ethereal apparitions are the death of many Nords, if not by their sudden, unholy strike that casts their entire body through their target, then by the malady of Witbane, a curse of infection that dulls the intellect and makes the target even more the victim.
Well, as cool as a "ghost traverse" effect would be, not much of that quote in Herbane's Bestiary is reflected in the game I'm afraid. And since we can't live with discrepancies between lore and gameplay, I set out to correct this travesty ASAP.
Ice Wraiths can now transmit the Witbane disease in their attacks.
...Well, that would normally be it, but since this is a bit short for features, I also did a couple more things. Their normal attacks can transmit the disease, but their lunge attacks, which only caused a minorly inconvenient frost effect, are also altered. They can now slow you down as other frost attacks, stagger you, or even knock you down to the floor completely, forcing you to get back on your feet. Ice Wraiths now also have the ghostly power ability making them shrug off half of all physical damage.
But yeah, they're still just a low level mook so for the most part this hardly makes much of a difference. Think of this more like pointing out a minor gap, and feel free to use the changes here in other mods if you like.
This mod edits IceWraithRace to add Witbane to its melee attacks, crIceWraithBite to give their power attacks slow and knockdown effects, and the EncIceWraith NPC to give them the ghost perk, from which all other wraith variants draw their perk list. Patching other mods if you're interested is very simple with SSEEdit as no new records are added. Mod is in .esl format since Wrye Bash cannot merge race records.
