Adds a waterwalking enchantment to use for any boots or jewelry.

Boots that allow to walk on water, can be disenchanted and used on any other boots, rings or necklace.
The boots can be found in whiterun/dragonsreach the first stairs up then right
and through the doors to the bed room in the back.

Why add water walking boots to the game?
In vanilla Skyrim there was no way to obtain it as Spell, Potion or Enchantment.
With Dawnguard, you could walk on water as a Vampire Lord.
With Dragonborn, there is a potion and boots that allow to walk on water but it can't be used in custom enchanted items.

type: help "water strider iron boots"
then use the id to add the item to your inventory: player.additem <itemID> 1
