Improved the Diadem of the Savant by adding extra effects without being overpowered.

For a reward received at Labyrinthian after completing Shalidor's Maze I always thought Diadem of the Savant could have used a little boost. With this mod I'm attempting to do just that by adding 2 extra effects without feeling overpowered but also to make it more useful instead of being discarded to a shelf and collect dust.
Vanilla version: All spell cost 5% less magicka to cast.
Improved version: All spells cost 5% less to cast, magicka regenerates 15% faster, and magicka is increased by 25.
Optional Version: All spells cost 10% less to cast, magicka regenerates 20% faster, and magicka is increased by 30.
Hidden benefits: Not many people know the many hidden benefits of wearing this circlet.
