  I wanted a more modular plugin so that i could combine it with Dolomite precipitation and Obsidian mountain fogs for a close to vanilla but improved weather system.  The reason for these mods to this esp was to remove the excessive darkness at night. 
This mod was always one of my favorite weather mods but I found myself uninstalling it frequently because when it snows at night it is completely dark.  So dark even running around with a magic torch floating beside me and a torch in my hand the ground directly beneath the character was still completely black.  The nights are now vanilla bright.  This would be a problem because then they are too bright however there are countless mods including most lighting and weather mods which will change the night brightness anyway.  The clouds was always this mods selling point so I removed the night edits and tweaked a few of the weather changes and left just the clouds and settings which they rely on as they were.
I messaged the creator but received no reply however I do not see any explicit denial of permission to modify his esp and take no credit as any creator of the assets involved.  This is just an esp and will not work on its own.  If you want to endorse, endorse the original.  As the original had issues with VR so will this.

Make sure to add the following tweaks:
very important: edit your SkyrimPrefs.ini
search for: fSkyCellRefFadeDistance=150000.0000
and increase the value to: fSkyCellRefFadeDistance=500000.0000
Also set the timescale in your game to 10 when outdoors.  There are timescale mods available if you dont know how to set this on your own.
I also use the ingame spell to turn off the zoom feature which keeps the clouds from popping in and zooming towards your view.  instead they will spawn until the sky is reasonably covered for the weather type and the pop in will be less noticeable.
