ASIS is a patcher that allows NPCs to use vanilla+mod spells & perks, potions, increases spawns, and more. It has been around for a long time and was authored by Plutoman101 and published here.
An SSE port was made available a few years later by d2allgr and published here.
Then EggOver1979 updated the ini files to add support for the DLCs and a bunch of other mods and published it here.
Since then there have been new spell mods, new perk mods, changes to spell and perk mods, and while there were some incidental articles and other lore telling people what to add/change it was all over the place really. So I've collected all those random bits of info as best I could, rolled a new set of integrated ini files, and here we are.
It's assumed that you know how all this works already. If not, do some research, I'm not much of a hand-holder. Review the links above, there's a bunch of information there, or alternatively here (might be somewhat out of date)
If all that messing around with Java and patchers sounds like work, consider using Enemy Functionalities Extended, which does more or less the same but at runtime through SKSE. I personally prefer the ASIS method as it delivers a patch that I can crack open with xedit to see what it does exactly.
