You forgot one thing, you, the dragonborn. The person who studied dwemer tech, telvanni magic, and a bunch lot of historical lore. It feel very much lore friendly for such an important character to build something. Especially with the mods that offer you a lot of adventure after the endgame.
In my story, my dragonborn is an argonian born in skyrim. Met this telvanni argonian (xelzaz) who teach him about the Hist religion. found a lucrative museum in Solitude, joined Ulfric Stormcloak after schooling him about racism, and killed an emperor for a lot of gold. Build his own luxury house in Lakeview (with pools and all) to put his numerous hatchling and his trophy husband (veezara of the assassin guild). After clearing pinewatch of bandits, a small village started to grow, pinewatch town. On the other side of the manor, a group of stormcloak rebels found their own village around my manor and named it vandia. Thanks to Xelzaz, the dovakhin found a way to move a hist tree on an island of the lake, near all of this, it's some sort of retreat, to make even more money, but also atract argonian to live here in peace. Or just for the children. Also, it's luxuous, the dovakhin can host party there and people can just stay and rest if they took a chamber in the Inn of Vandia. It's named Dovahkiin's Island Retreat TreeHouse. Later in life, after multiple adventure, i think the dovakhin wanted to piss of the Thalmor with a flex of magic hability. After all, he became a powerful mage in winterhold, they even try to make him archmage, but he thaught Tolfdir would make a better candidate. So, here we are, a dovahkin close to retirement, gathering his allies to make this big floating island. It's not blackmarch but it's still pretty impressive, and still a fun place to raise childrens. Now come at me Aldmerri scumbag !
lore-friendly or not lore friendly, that's the question LOL... or not.. lore is based from stories of history, whether some tales are not told or simply never documented, does not mean it is not lore friendly. Unless the addition changes the documented history.. then one can assume it is lore friendly.. skyrim (or tamriel in that matter) is full of magics of many kind.. so why not a floating village in the sky (can't call it a city).. nothing wrong with it from my point of view
