Makes the stagger effect from the spell Spectral Arrow chance based (chance is configurable in the installer) and increases the cost by 50%.

Spectral Arrow is a vanilla spell that was left out of the game, and has been re-added into the game by mods like Cutting Room Floor.
The problem: Spectral Arrow has a 100% chance of staggering the enemy (even oversized ones, like dragons), which is a bit broken.
This mods chages that, making the staggering effect random. The chance can be configured within the installer. Options for scaling this chance with the character's Conjuration is also available.
