Adds GAR gear to people that should have it in the capital expansions, starting with Whiterun. I'll also add any other Capital Patches I make that don't need open cities here. The loadscreen shield replacer sets the load screenshield asset used in some places in whiterun to use the same nif as a normal shield, but it makes the asset off centre as shown in the images. Up to you to decide if you like it!
