The "Attribution-NonCommercial-ShareAlike 4.0 International" license allows you to
modify, update, port, and reupload my mod anywhere at anytime. To do so, you must
give me credit for my work, not use my work for the purpose of making money, and
license your derivatives under the same license.
A little explanation is in order. Some mods can't be updated or reused because the
license is very restrictive, and obtaining permission from the copyright holder is
too difficult. For instance, when a mod author leaves the community and is never
heard from again, there is nothing we can legally do to use their mod, even if we
believe in our hearts that they would want us to carry on their work. However with
this license, if I were to disappear, or even if I were to delete my mod, you have
the right to use, copy, update, upload, reupload, modify, or make derivatives of it
forever, because this license is irrevocable. That does not mean that every future
version of my mod will have the same license. But it does mean that you have the
right to use this version of my mod and I can't take that away from you.
In regards to the NonCommercial aspect of the license, there is a good article about

The purpose of this license is to make sure that the mod is always available for free,
that you give me credit, don't use it to directly make money, and you license any
derivatives you make with the same license, whether that be an update, a translation,
a new mod that includes it, or what have you. Thank you for reading!
