You still need to manually tweak other mod's attack speed changes though. Tutorials are in the original mod page, but you don't need the original mod for this to work. Might not work for existing saves.
If your player swings weapon too fast/too slow, try this workaround:
0. (optional, only if using stances add-on) switch to neutral stance. 1. unequip all equipment. 2. open console. 3. type player.getav weaponspeedmult then enter. 4. type player.getav leftweaponspeedmult then enter. 5. make sure the base value is 1.00 6. if it's not, modify both of its value using player.modav weaponspeedmult <value> andplayer.modav leftweaponspeedmult <value> respectively. 7. the value can be either positive or negative depending on your current base value.
