Adds the stone fortress from COTN winterhold into the Great City of Winterhold !

I've always loved soldierofwar's take on winterhold, as I feel like it does really make winterhold feel like a fallen ancient capital. But the jarl's castle from COTN Winterhold is too good to pass on, and is better than the jarl's longhouse in every aspect. Hence I've decided to incorporate the mountain castle into the great city, as they match perfectly!
- City from the Great City of Winterhold (either all in one or standalone)
- Castle from Cities of the North Winterhold
- added western walls to make the castle feel protected from all sides
- added statics and clutter to make both mods blend seamlessly
- (added a set of stairs in front of magnar's house as I felt they were missing)
Previous patches made for the great cities or COTN might or might not work and may need to be remade for this version depending on what they are made for (for instance, a patch that only moves something in the fortress would already work, but a patch touching both city interiors and the castle would not and require repatching).
Anyone is allowed to take this file, improve on it, or make other compatibility patches based on it.
UPDATE: New version is up for the standalone Great City of Winterhold, big thanks to disitinerant for changing the master in Wrye Bash !

Honestly this patch will soon be obsolete with the new coming version of The Great city of Winterhold, but I thought I would upload anyway, as I'm quite happy with the results and I thought some people might be interested.
