Ordo Legionis adds black powder muskets to the world of Skyrim. Ordo Legionis Overhaul adds these muskets to the world as weapons of the Imperial Legion.

THE CONCEPT
It has been 200 years since the Oblivion Crisis. Time has marched on, inventions have occurred in Tamriel, none less important than the invention (or perhaps discovery) of black powder by the Redguards.

The Imperial Legion of Cyrodil have been quick to swoop down on this radical discovery and their skilled weapon designers and smiths have invented the amazing replacement to the common medieval bow, namely "The Musket".

Seasoned Imperial troopers, Imperial Legionaires, and Penitus Oculatis members have all been trusted to use these weapons to gain a tactical advantage over the Aldmeri Dominium. 

Now some of these weapons have been smuggled into Skyrim by the Thieves Guild or some other secretive faction, and the secret of their smithing may be learned by an experienced smith, who understands the Dwemer techniques.

Why rely on an ancient bow, when you can destroy your enemies from afar using these amazing "muskets", "fuciles", "calivers", "arquebusses", "gewehrs" and "raifurus"?

Guns, including cannons, are mentioned in the Elder Scrolls lore, including Redguard exploding black powder, cannons mentioned in a Daggerfall joke book, fireworks from Akavir, Redguard's cut cannons (source Michael Kirkbride), and also the exploding Dwemer crossbow bolts in Skyrim.

It does not seem lore-breaking to introduce a black powder musket weapon to such a world, given the existing lore.

WHAT THE MOD DOES
The mod adds several flintlock, matchlock and wheellock style musket rifles to the world. There are several different models, including blunderbusses.
Muskets can be crafted at the forge if you have a high enough craftings kill, and the dwarven smithing perk (these are sophisticated weapons after all, and that fellow in Riverwood is unlikely to be able to teach you this level of skill).
Damage scales with archery ability for obvious reasons.

WHERE TO FIND THE WEAPONS
The basic mod just adds the ability to craft these muskets and the accompanying ammunition.
For a more immersive experience, also use the optional "overhaul" mod, which adds the weapons to Imperial Legionnaires, soldiers and Penitus Oculatus officers. Stormcloak rebels can likely loot the bodies of their fallen enemies, while Imperialists will have to manufacture their own muskets.

The mod is really meant to be played alongside "Pistols (for travel in hostile environments)" especially if you choose the version that adds flintlock pistols to several groups in the game, including the Thalmor Justicars you encounter on the roads of Skyrim.

Corrects an error in the crafting recipes. All models should now be craftable.

MAJOR CHANGES
Fixed errors in firing sounds. Now all shots have sound (no more missing firing sequence)
Changed sounds for several musket types to be more diverse, and generally a bit louder and appropriate (e.g. double barrel louder than normal musket)
Changed some crafting recipes.

V1.6
Change to crafting recipes made to make muskets craftable. "Sawn log" from Hearthfire seemed like great idea, but not practical, so replaced with other options, and firewood is not imho believable (idea is to use different obtainable, although not always easily obtainable, items to use as a gun stock. E.g. war hammer or war axe, pick axe, crossbow, etc.)

V1.5.
Several new models added. There is now a Redguard model and one some Stormcloaks will use in the Overhaul update. Flintlock, wheellock and matchlock models now. Old models removed except for two legacy models (for those sentimental souls out there)
Muskets have been renamed to terms used in the different regions of Tamriel, so while Cyrodil may call it a "Fucile", in Hammerfell it will be called a "Raifuru", etc. 
Rifle damage adjusted - starting models do slightly more damage than a dragonbone bow and scale upwards from there. Guns >> bows for damage (obviously)
I have added a book that details some history of the muskets and include some crafting recipes. Even improves your smithing! Look around for it in Helgen (maybe the Warden's chest..) or you have find during the Civil War of in places where the Imperial Legion have chests.
Fiddled with firing animation and effect - I hate texture files....

LORE REGARDING GUNPOWDER

The existence of Gunpowder or a gunpowder like substance in The Elder Scrolls is a contentious issue: few titles in the main series directly mention or feature cannons, firearms or non-magical explosives of any kind. However, instances scattered throughout the games and through various supplemental texts hint at its reality.

The Elder Scrolls II: Daggerfall: The book "Jokes" written by Butha Sunhous contains the following line: Why was the Sentinel army so useless during the War of Betony? The cannons were too heavy, so all three garbage scows sunk.

The Elder Scrolls Adventures: Redguard: Cyrus can find barrels with visible wicks in the The Goblin Caves beneath Stros M'Kai. Lighting them with a torch creates a delayed explosion. In a cutscene of the quest "Attack on the Palace," the sounds of explosions can be heard between dialogue with Amiel Richton and Dram during the events of the Second Battle of Hunding Bay. Richton exclaims “It’s the Restless League! They’re blowing up our ships!”

The Elder Scrolls III: Tribunal: During the events of the quests "A Show of Power" and "The Blade of Nerevar," the Nerevarine will acquire an item called the Dwemer Satchel Pack, which creates an explosion used to clear debris while exploring the dwemer ruin of Bamz-Amschend. Within the Forgotten Sewers of Old Mournhold can be found "Strange Devices" that are effectively Dwarven proximity mines.

The Elder Scrolls V: Skyrim: In "Rise in the East," The East Empire Company bombards the island of Japhet's Folly with "fire pots".

The Elder Scrolls V: Dawnguard: In "Ancient Technology," the Dragonborn can acquire schematics for creating explosive crossbow bolts.

The Elder Scrolls Online: In "Broken Bonds" and "The Serpent's Beacon," the Vestige is tasked with creating a firebomb using fire salts and kindlepitch. In "Disorganized Crime," Red Rook bandits set explosive traps. In the book Auridon Explored VII recounting the Sack of Skywatch, Fenlil the Wayfarer writes: The city finally fell when a Sload Warcaster filled his voluminous gullet with volatile alchemical reagents and threw himself at the base of the cliffs. The resulting explosion toppled much of the extended rock face, and plunged the ruins into the sea.
