Adding Level scaling for Destruction and Restoration on novice perk.

Damage = BaseDamage +  BaseDamage(SkillLevel * (Novice(0.05)|Apprentice(0.025)|Adept(0.0125)|Expert(0.00625)|Master(0.003125)))

To be short, if destruction skill is 100, novice spell has 6 time higher damage. and apprentice spell has 3 time higher damage. also apprentice ,adept , expert has no big differences. Fireball become much enjoyable spell.

Apprentice, Adept, Expert, Master perk decrease more spell cost. If you don't need it, delete records other than novice perk in xEdit.

Apprentice 40%
Adept 30%
Expert 20%
Master 10%

Warning:
Don't edit with CK, CK can't handle value that smaller than 0.01.

Q.Isn't overpowerd?
In easier level, yes.  I'm playing on level 52 and Destruction skill 100 in Adept, I don't think so. Legendary is still outrageous. Sparks is similar to sith lightning in SW Force Unleashed each level now.

Q.Isn't spell cost lowered too much?
Barbaric Nords smash my head before I use full of magicka.
