A mundane variant of the Eyelander, the Steel Claymore, can be crafted at any forge. Its stats are nearly identical to the vanilla Steel Greatsword.
The named Eyelander, rusted and filthy, can be found in Vokun's Throne Room (third section of High Gate Ruins), and must be restored at the Skyforge in Whiterun using a handful of basic materials (Iron, Steel, Leather and Firewood) in order to be tempered or altered. The restored Eyelander currently doesn't have an enchantment, but can be converted back and forth between its steel and golden variants using Steel and Gold Ingots, respectively. Restoration and conversion must both be done at the Skyforge. Both require the Steel Smithing perk, while the conversion additionally requires the Arcane Blacksmith perk.
I originally planned for the Eyelander to have a higher chance of performing decapitation killmoves, or to deal bonus damage based on how many decapitations had been performed with it. However, at the moment I wouldn't know where to even start with setting up such a thing, if tracking specific types of killmoves via a script is possible at all.
