1. Open a command window "Run" by pressing «Win + R» and then enter the command: steam://open/console, and then press Enter. Will open console tab on your Steam
2. On the bottom will have a space for you to enter the code. It will download the files to your "steam/common/content" folder. If you cannot find it, just search on the steam folder: "depot_1946182" and "depot_1946183" after download is done.
3. Replace your "steamapps/commom/Skyrim Special Edition" files (or wherever your Creation Kit) with the ones in "depot_1946182" and "depot_1946183".
(after you can downgrade that to 1.5.73.0 with patcher if you need)

I get "The procedure entry point SteamUser could not be loaded in the dynamic link library ...\steamapps\common\Skyrim Special Edition\CreationKit.exe" when launching even after running the downgrade patcher on the files from those depots
Edit: Found root cause. It was because I updated Skyrim Special Edition. They updated steam_api64.dll which is the culprit. Either you use the old steam_api64.dll (download_depot 489830 489832 2756691988703496654) and get CreationKit working but break the new SkyrimSE executable, or you use the new steam_api64.dll and keep SkyrimSE working, but break CreationKit. This seems to irreparably break the workaround people were using to get CreationKit fixes working, since we can no longer downgrade CK. People will either need to permanently stay on the prior version of Skyrim Special Edition, forego Creation Kit fixes, or create a duplicate old Skyrim installation for Creation Kit to live in.
I might try the last one using symlinks to trick it into using new Skyrim files with old steam_api64.dll
It does, I've accidentally dled the new update for the ck before realizing what the update cause.
Glad, that I've removed the reserved dl of the AE update entirely from my SSD for now. The new update is now postponed till everything is fixed. Another lesson learned.
I have still a pre yesterday AE/SE steamapi.dll, but I doubt that they will work everywhere.
I got this to work if anyone is interested: first I followed the sticky post over here at the Unofficial skyrim downgrade patcher to get my whole game back to 1.6.640 :https://www.nexusmods.com/skyrimspecialedition/mods/57618/ ( This will fix the steam_api64.dll issue as it is crashing the entire game too even though the SE patcher has been updated as mentioned in the sticky post over there) then I downgraded my game with the best of both worlds patcher (CC content on 1.5.97 binaries) -(( you don't have to go that far if you don't want to you can stay on 1.6.640)) then i came over here and using the console commands above I downgraded the creation kit back to 1.6.438.0, then I ran the auto patcher to downgrade it further to 1.5.73.0. I don't know about y'all but I couldn't care less about this last update just to bring me a Paid Mod Marketplace. Just Stop already Bethesda, I don't really care about the cc content either but hey it was free lol. --oh and be sure to delete the resources bsa resources esl and marketplace bsa after you downgrade or loot will throw a bunch of errors
EDIT: I am running Skyrim VR and CK in separate folders. The method jswens84 posted worked for me too. I was confused at first because I didn't need to downgrade SkyrimVR.
What I needed to do was follow the procedure posted by StarkMP. "Download 1.6.438 Creation Kit with Steam console" and copy the files over. Then use the auto patcher provided here to go down to 1.5.73.0.

thank you my good sir i managed to avoid the skyrim update by marking the game acf as read only but i didnt know creation kit was getting updated to and by the time i found it was to late and everytime i launched to it would instanly crash but this fixed everything.
I didn't update the game, but I still got the "entry point SteamInternal_CreateInterface could not be located" error. Did the creation kit update itself somehow? My CK version reads 1.6.1130.0
Edit: I was being dumb. 1.6.1130.0 was the new updated version. Following this post and then running downgrade patcher on CK makes it work again.
I would also like to add, for anyone who wants to keep Steam from force updating the CK again, make sure you locate the file "appmanifest_1946180.acf" in your "steamapps" folder and right click > Properties > and check "Read-only." Should keep Steam from updating the CK in the same way you keep SSE from updating.

aresicristiano open files in xEdit and change the header version to 1.70 then they'll load (remove any esl flags too or you're likely to run into problems)

soupdragon1234 - TES5Edit is unable to edit the version number on Skyrim.esm. I can change the header version number to 1.70 on Dawnguard, Update, Hearthfires, and Dragonborn if needed - but edit is not an option on Skyrim.esm.
The new version of Creation Kit Platform Extended allows loading of 1.71 headers with older CK versions (experimental) or hexedit the 3 header bytes back to 1.70
How did you find the specific download depot codes? I'm stuck in limbo and am downgrading from 1.6.1170 to 1.6.1130 for the time being, so I'm looking to downgrade creation kit to 1.6.1130 until I decide to go through the whole update process again.

On a side note, SSE edit wouldn't work afterwards, something about signatures, but after deleting the old version and installing the latest version, everything was fine.
