follow this steps.
1. select humanoid race.
2. load up preset.
3. load up sculpt.
Required Mods
Racemenu - essential. his race is imperial. but humanoid races are compatible.
without following mods he won't be the same feature as screenshots.

Tempered Skins for Males (younger+smooth) - preset will works on other textures too but not recommended.
Vanilla Makeup HD
Brows at Skyrim
Dragon Age War Paint For Skyrim - for his blood streak.
Gears that he wearing in screenshots
Dragon Age Series Weapons - for his staff. they also have killer "Don't" sign
Lore Friendly BattleMage Armor - for his armor.
I aimed for Garrett's DA2 look.
I'm not using ENB or quality mesh mods. I'm stuck with my 10 years old PC.
