I doubt any patches will be necessary, but do what you must, I guess, just add a dependency as usual.
Scratch that, I realised what could cause a need for a patch: if the inn in question uses their own base object for the Cooking Pot, instead of using the vanilla one. The patch would just have to be an additional ini file. Very simple.
You can use this for making your own mod, if you want, simply give credit. No paywalls, of course.

One mod I definitely miss on SE is MoodMod by Trickster. That mod did great many things, but one of its features - disabling player's opportunity to freely cook in taverns (inns, pubs, clubs, etc.) is now very easy to execute.
Compatible with any and all new taverns, as long as they have LocTypeInn assigned to the cell, and use vanilla Cooking Pot furniture.
Here is a trivia for you: in Hearthfire.esm Honeyside (the house for sale in Riften) actually has that keyword assigned also. Use USSEP (official or pre-CC version) or any other way to fix it, if you want to be able to cook there.
