Why
Skyrim's vanilla spellcasters have disproportionately deep wells of magicka and magicka use efficiency when compared to the player. This aims to balance that to create a more equalized feeling.
What
Increases the casting cost of spells for NPCs, and reduces the cost reduction NPCs gain from skill levels, ultimately reducing their magicka efficiency.
