Adds cooking recipes for Skooma, Redwater Skooma, Double-Distilled Skooma, Balmora Blue, and Tainted Skooma, a new moon sugar based poison. Lore friendly.

I couldn't find a Skooma crafting recipe mod that I liked, so I decided to make my own. It's my first mod, so it's not incredibly polished, just something I whipped up in a day.
I've added crafting recipes for Skooma, Redwater Skooma, Double-Distilled Skooma, and Balmora Blue. In addition, I've created a new poison, Tainted Skooma, and a recipe for that as well. All of these are crafted at a cooking pot. I have also changed the effects of these potions to actually incentivize drinking them, and added strong downsides to mitigate their usefulness. No more reskinned minor stamina potions posing as highly illicit drugs. The effects and recipes for the potions are detailed below, note that moon sugar must be present in the player's inventory for these recipes to show up, except Double-Distilled, which requires Skooma.

All Skooma variants have also received a base value increase.
Skooma: 25 -> 120
Redwater Skooma: 35 -> 240
Double-Distilled: 44 -> 360
Balmora Blue: 68 -> 480
Tainted Skooma: 120
Balmora Blue is no longer treated as a food, and is now (correctly, I believe) a potion. It has also received its own model along with Tainted Skooma.

Skooma: Restore 100 Stamina, reduce Magicka regen by 50% for 20 seconds.
Redwater Skooma: Restore 100 Stamina, Fortify Health by 100 points for 45 seconds, reduce speed by 25% for 45 seconds. Also applies the Drugged debuff for 45 seconds and counts as feeding for vampires.
Double-Distilled Skooma: Restore all Stamina, reduce Magicka regen by 100% for 10 seconds.
Balmora Blue: Restore all Stamina, reduce Magicka and Stamina regen by 100% for 20 seconds, increase Health regen by 300% for 20 seconds.
Tainted Skooma (poison): Damage Health, Magicka, and Stamina by 5 points per second for 20 seconds.
