Scaling Perks For NPCs

So in Skyrim magic using NPCs will use their higher level spells when they reach the appropriate level. And melee users and archers, we give them better weapons as we find them via loot. So the game has good progression when it comes to spells and gear. But unfortunately that's not the case for perks. NPCs cannot gain perks during gameplay. We can modify the NPC in creation kit or use an SPID file to add perks to them but this leads to them being too powerful in early and mid game leading to your player character feeling really weak in comparison. And that's where this mod comes in.
How Does it work?
This mod creates duplicate versions of the vanilla perks but makes it so they activate at a certain level. For example take Rank 1 of the augmented element perk in destruction tree. My version will activate when the NPC is at level 10, but when the NPC reaches level 25, this perk will deactivate and the second rank of the augmented element perk will activate.
The perks get added to various NPCs via SPID DISTR files but since they only activate at a certain level they don't become OP.
But what about NPCs that already have perks, won't they become OP?
I have accounted for that as much as I can. So for eg. Marcurio and Onmund have been given the augmented shock rank 1 perk by Bethesda. So my augmented shock rank 1 won't activate for these two characters and anyone else who has the vanilla augmented shock rank 1. But at level 25 when it's time for rank 2 of my augmented shock perk to activate. I don't want there to be a 25% boost from vanilla perk plus another 50% boost from my perk so my perk will look for vanilla rank 1 perk and then adjust the damage to get a total boost of 50%.
Will this mod work with Perk Overhauls?
Yes this mod creates it's own perks which are a replica of vanilla perks (except for level restriction) and then distributes with SPID. Has nothing to do with player perks or the perk tree.

Mage Armor Oak/Stone/Iron power boost perk: Boosts the lower ranking spells at level 30. I added these because if you give NPCs multiple armor spells they just keep spamming them one after the other so it's better to increase the power of the weaker spells instead of teaching more.
