Attempts to make Slow Time both balanced and enjoyable to use.

A complete overhaul of the borderline-useless Slow Time shout.
I found that even when increasing attack speed to make it at least somewhat useful, it still felt really bad to move so slowly under the effects of the spell, so I set out to make a version of it that feels almost like you're not slowed at all. To balance that, I heavily reduced the speed variables. Less "stop time" and more "slow down time while moving full speed".
Speed modifiers are 0.9, 0.8, and 0.7 for the three steps of the shout.
