About this video

This issue was annoying me for very long time. I tried every single thing from every forum I found on internet. This is caused by TAA but
playing Skyrim SE without TAA was not option for me. TAA is still must
have for me in this game. This effect is stronger with any ENB and
specially with using DOF. But it is visible even without ENB. If your PC
cant handle ENB but you are using at least Reshade (dont see any
reason why you didnt want to) then this might help you and you wont need
to spend 2 weeks investigating forums and testing all other possible
things with 0 effect.
