    the 60 fps mod was not compatible with skyui - at least what I had installed and working.   I got an error message (type 5).  So I probably need to update my skyui_se that I am using.  I tried running a plugin sort (LOOT) serveral times with no help.  The error message disappeared when I unchecked this mod in MO2, and the UI was working again.  I guess maybe it makes sense that skyui and 60fps might conflict, but I am not an expert user (!) so there may be something very simple I needed to do.
