   So yea thats strange lol, but can you actually progress to the character creation and start playing game?

   The jumping of the cart is due to the game engine, as fps is tied to ingame physics. Like with all bethesda games. Anything over the 60fps limit will cause the games physics to increase as well. If your using an ENB you can set an fps cap of 59 (just to be safe). This should stop the cart from flying about. Hope this helps the issue.

      Not at all, the famous "cart ride" bug on a modded game is mainly caused by a SMIM mesh and sometimes Immersive armors
      and cloaks of Skyrim.
      Having all 3 of those disabled before you start a new game and activating them after the ride eliminates this issue by 99%.
      The other 1% is caused by horse speed edits, too many scripts loading at once and other misc reasons.

      ...and the only real culprit of that famous bumpy cart ride is :
      
      

      SCRIPTS !

      
      Use Alternate Start - Live Another Life - SSE. There is absolutely no need to disable any mod.
      When using that mod you will be placed in a cell, out of the game world, so all the scripts that are trying to load up at once ( that's the culprit, remember ) are not interfering with your game. You can create your character in peace and quiet.
      When you're done you go to the statue next to your spawn point and pick your beginning like the Vanilla beginning or even somewhere completely different this time, your choice.
      
      When you come back to the game, all the script have been loaded, and you should be ready to start your journey.
