KeybindLib is a library/core mod for adding new keybinds. This means that it doesn't do anything on it's own, and you should only install it if you want to use another mod that requires it.
KeybindLib is made using SRML and requires it to function!
To install KeybindLib, just extract the .zip file and put KeybindLib.dll into your SRML/Mods folder. You don't need to do anything with the other files.
If you're a modder and would like to use KeybindLib in your mod, follow the instructions in the GitHub repo.
