The motion blur option in-game is currently broken and no option works, personally I like motion blur if performance isnt great because everything looks smoother and less choppy.
In C:\Users\YOU\AppData\Local\Stalker2\Saved\Config\Windows edit the Engine.ini file or create a new one if it isn't there.
Paste this into the Engine.ini file:
[SystemSettings]
r.MotionBlurQuality=3
3 = High Quality
2 = Medium
1 = Low
Save it and exit.
Or copy and paste my file.
EDIT: This method worked for me but people are saying it's not working for them unless they add:
r.MotionBlurQuality=4
r.MotionBlur.Amount=0.2
r.MotionBlur.TargetFPS=60
If it's not working try adjusting the values, hopefully the devs fix the in game setting soon.
